Burnout is 60 fps and NFS is 30, but NFS has slightly better graphics. Own both and I definitely suggest Hot Pursuit over Burnout. Go for NFS. Burnout is a fun game but the exploration element got old for me. I guess when it first came out it was quite revolutionary like a GTA where you never get out of the car.
